Home Ownership Financial Assistance


This application is for Housing Fund Scheme Members seeking a financial assistance grant of $25,000.00 from the Government and to withdraw the balance from their Housing Fund Scheme account. This assistance is intended solely for housing purposes.

Financial Assistance Amount 

​(if eligible)

- $25,000.00 for eligible applications by a married couple.

- $12,500.00 for eligible applications by an individual (applicant who is not married).

​Types of Application


  • ​Application by Married Couple.

  • Application by Individual (applicant who is not married).

  • Application Top-Up for those who have previously applied.

  • Application for Individuals with Dependants.

Other Conditions for Financial Assistance



  • The household income of the scheme’s participant in the last 24 months preceding the application must be:

      • Average monthly income of not more than $2,000, or

      • Household income of not more than $4,000 per month.

  • The participant must not own a house, either for themselves or their spouse.

  • Must have made consistent and continuous savings as a Member of SPK/TAP for a period of not less than 48 months.

  • Must have an average contribution rate of at least 5% of their monthly salary into the Housing Fund Scheme.

  • Must not have made any withdrawals from their TAP account under the TAP Housing Withdrawal Scheme.

Documents Required

Ensure the documents required are complete before proceed to submission.

 A completed withdrawal form.

Documentation according to the Type of Application:

Application for Married Couple or Top-up:

  1. Copy of Applicant and Spouse’s identification card.

  2. Copy of Marriage Certificate.

  3. Copy of latest salary slip of Applicant and Spouse.

  4. Copy of list of Land from Land Department (Applicant and Spouse).

  5. Housing Documents.


Application for Single (applicant who is not married):

  1. Copy of Applicant’s Identity card.

  2. Copy of latest salary slip of applicant.

  3. Copy of Divorce Certification (if applicable only).

  4. Copy of Death Certificate for the spouse of applicant (if the spouse is deceased).

  5. Housing Documents.


Application for Single with dependant(s):

  1. Copy of Applicant and Dependant(s) Identity Card.

  2. Copy of Birth Certificate of Dependant(s) under the age of 18.

  3. Copy of latest salary slip of Applicant.

  4. Copy of Death Certificate for the spouse or father of Applicant (if the spouse/father is deceased).

  5. Copy of Adoption Letter (if applicable only).

  6. Housing Documents.


Documentation according to the Type of Housing: 

Building or Buying a House (On Land):

  1. Copy of Member’s Identity Card.

  2. Copy of Construction Agreement or Sales and Purchase Agreement.

  3. Copy of Power of Attorney.

  4. Copy of deposit receipts, progressive payment receipts or Confirmation Letter if no payment is made.

  5. Housing Loan Breakdown.

  6. Copy of Contractor / Developer’s License (16 & 17) or Vendor’s identification card.

  7. Copy of latest salary slip.

  8. Copy of Marriage Certificate.


The copy of applicable supporting document only:

  1. Copy of Land Title.

  2. Copy of Letter for Process of Ownership (For Land Grant not under Applicant’s Name).

  3. Copy of Land Allocation Letter.

  4. Copy of Land Acquisition Letter.


The applicable supporting document from ABCi only:

  1. Permit to Carry Out Building Works ABCi – Form C.

  2. Occupation Permit ABCi – Form E.


Additional documents required for members who do not have any financial assistance from banks or with the Government are:

  1. Copy of member’s source of income and/or bank statement must be provided.

  2. To fill-in a TAP Confirmation letter that no loan has been made.

  3. To fill-in a TAP Confirmation letter by builder or seller.


National Housing Scheme Resettlement STKRJ / Kampong Ayer Housing:

  1. Copy of Confirmation letter of house ownership.

  2. Copy of Repayment of housing loan from Ministry of Development.

  3. Copy of Certificate of Balance.

Note: The house has to be under MEMBER’S NAME.


YSHHB Housing / YSHHB Kampong Ayer Housing:

  1. Award Letter from YSHHB Housing.

  2. Price Verification of the House.

  3. House Location Plan from YSHHB (if available).

  4. Balance Verification Letter from YSHHB.

Note: The house has to be under MEMBER’S NAME.
